Engineering support in the area of remote handling

The European Joint Undertaking for ITER and the Development of Fusion Energy ("Fusion for Energy")

The framework contract will cover the provision of engineering support in the field of remote handling, including mechanical, electrical and electronics and control systems engineering linked with remote handling systems and components. The framework contract will be implemented by specific task orders for self standing activities which will be placed during the course of the framework contract.
This includes:
a. Design and fabrication studies of remote handling equipment & their respective rescue systems;
b. Industrial evaluation of RH concepts and solutions, including feasibility, reliability, availability, remote maintenance, decontamination, inspectability, operability and safety assessments;
c. Assessments within the nuclear engineering field in relation to radiation tolerance of components and materials and systems related to confinement of and shielding from radioactive sources;
d. Preparation of assembly plans including optimization of operations, allocation of resources, simulation...
e. Review or production of technical documentation for RH systems and components: drawings, CAD models, technical specifications, safety evaluations, manufacturing sheets, analysis reports (operational, risk, integrated logistics or safety & hazard analysis), ...

It should be noted that the present procurement procedure is governed by the rules laid down in the Financial Regulation of Fusion for Energy adopted by the Decision of the Governing Board of 22 October 2007 as last amended on 18.12.2007 and the Implementing Rules of the Financial Regulation adopted by the Decision of the Governing Board of 22.10.2007 as last amended on 8.7.2008. The official language of Fusion for Energy is English. Documentation provided under section III.2 shall be in English or accompanied by a translation of the relevant parts. Failure to comply with this requirement may lead to the exclusion of the candidate to the tender procedure.

Tenders can be submitted by groupings of service providers who will not be required to adopt a particular legal form prior to the contract being awarded. However, a grouping of companies must nominate 1 party to be responsible for the receipt and processing of payments for members of the grouping, for administrative management of the service, and for coordination and safety. Groupings of companies must provide the documents and information required in points III.2.1 and III.2.2(a) for all members of the grouping. The criteria in points III.2.2(b) and III.2.3 apply to the grouping as a whole. Members of the grouping shall be jointly and severally liable.
