Fusion for Energy wishes to conclude framework service contracts in cascade with maximum 3 operators per lot for the development, implementation, support of the Oracle Primavera contract management system (PCM) for Fusion for Energy based on Oracle Primavera contract management.
The framework service contracts will be concluded for a period of 24 months, renewable once for an overall maximum duration of 48 consecutive months.
Lot 1: provision of PCM design and deployment services.
Lot 2: provision of Primavera support and administration services.

Habilitación para el ejercicio de la actividad profesional:

Tenderers shall provide a declaration on their honour, duly signed and dated, stating that they are not in any of the situations listed below, failing which they shall be excluded from participation: - they are bankrupt or being wound up, are having their affairs administrated by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations, - they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata, - they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify, - they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed, - they have been subject to a judgement which has the force of res judicata for fraud, corruption, incolvement in a criminal organisation or any other illegal activity detrimental to the contracting authority or the Communities' financial interests, - they are currently subject to an administrative penalty imposed by the Community institutions as referred to in the Financial Regulation applicable to the budget of the European communities, - they have been the subject to a conflict of interest, - are guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the procurement procedure or fail to supply this information.

The tenderer to whom the contract is awarded shall be requested to provide, within a time limit defined by Fusion for Energy and preceding the signature of the contract, the evidence confirming.

The declaration on honour referred to above.

Fusion for Energy will accept as satisfactory evidence that the tenderer to whom the contract is to be awarded is not in any of the situations described above, a recent extract from the judicial record or, failing that, an equivalent document recently issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied.

Fusion for Energy will accept, as satisfactory evidence that the tenderer has fulfilled his obligations relating to the payment of social security contributions and the payment of taxes, a recent certificate issued by the competent authority of the State concerned.

The tenderer must also: - provide information on the ownership or.

On the management, control and power of representation of the legal entity, when the tenderer is a legal entity, -certify that the subcontractor is not in one of the situations referred to above when subcontracting is envisaged.

In the case of subcontracting, a declaration on their honour, duly signed and dated, must also be submitted by each subcontractor stating that they are not in any of the situations listed above.

The tenderer must be established as a recognised legal entity and be enrolled in a relevant professional or trade register.

Evidence:

— a certificate of professional or commercial registration imposed by the country in which the tenderer is established; specifically for practicing activities relevant to the scope of this Tender.

In the case of a consortium of service providers or in the case of subcontracting, the evidence should be provided for all consortium partners or the contractor and all proposed subcontractors.

Situación económica y financiera:

The Tenderer must prove its financial and economic capacity to implement the contract resulting from this tendering procedure by submitting one or more of the following documents:

— annual accounts, balance sheets or extracts (where publication of the balance sheet is required under.

Company law in the country of establishment) for the previous three financial years;

— statement of the undertaking’s overall turnover for the previous three financial years.

The Tenderer is required to demonstrate using the above-mentioned documents that they had a minimum average annual turnover over the past 3 years of not less than 100 000 eur/year.

If, for any valid reason, the Tenderer is unable to provide the references requested by the contracting authority, he may prove his economic and financial standing by any other document which the contracting authority considers appropriate.

In the event of a consortium submitting an offer or in the case of subcontracting, balance sheets (for the previous three financial years) of all proposed subcontractors or all individual consortium members should be included in the offer.

Consequently, the tenderer, or the consortium of service providers, or the tenderer together with the.

Proposed subcontractors will demonstrate a minimum annual turnover corresponding to not less than 100 000 eur/year.

Capacidad técnica y profesional:

The Tenderer must have the following professional and technical capacity to perform the contract:

* Extensive and demonstrable experience in the development, implementation, support of the Oracle Primavera Contract Management system (PCM) based on Oracle Primavera contract management.

Lot 1.

The tenderer must provide evidence of enrolment (declaration or certificates) in the professional or commercial/trade registration imposed by the country in which the tenderer is established; specifically for practicing activities relevant to the scope of this tender. The principal activity of the tenderer must be devoted to the services defined in tender specifications.

Moreover, the Tenderer must prove the full coverage of the professional competences and experience at a level commensurate with the duties described in the tender specifications. For this purpose the Tenderer shall provide:

a) A document describing two ORACLE Primavera Contract Management projects (also as part of wider scope projects) relevant to the scope of this call for tender. Tenderer providing following information: scope of the project, CM P6 integration (if applicable), overall contractual value, implementation year and public name indicating whether public or private sector. The aspects of the project relevant or similar to the Fusion for Energy scenario should be highlighted. Fusion for Energy may ask to conduct reference visits or calls with these clients. The document should be no longer than 1500 words. The budget of those projects shall each be superior to 50 000 EUR excluding licenses cost.

b) The following number of CVs for each role (please use the European format available here http://europass.cedefop.europa.eu/europass/home/hornav/Downloads.csp):

i. 2 CVs for project managers

ii. 2 CVs business analysts

iii. 2 CVs for IT engineer

iv. 1 CV for training officer

For each profile below, the requirements are:

Task profile: project manager.

— University degree,

— Minimum 5 years post Diploma experience as project manager of similar engineering projects in terms of number of users, quality requirements and complexity.

Task profile: business analyst.

— At least of 10 years of proven experience as business analyst in more than 2 cross-functional engineering projects,

— Hands-on experience in integration of Oracle Primavera Project Management and Oracle Primavera contract MANAGEMENT.

Hands-on experience in Microsoft project.

Task profile: IT engineer.

— University degree in computer science or equivalent,

— Minimum 2 years post diploma experience in the specific area,

— Hands-on experience in Oracle Primavera P6 project management, Oracle Primavera contract management and Microsoft project.

Task Profile: training officer.

— Minimum 1 year of proven experience in Oracle Primavera contract management training services,

— Minimum 1 year of hands-on experience in Oracle Primavera Contract Management.

c) Information on the parts of the contract which are intended to be subcontracted. This information shall be provided in the administrative part/supporting documents described in the tender specifications.

Lot 2.

The tenderer must give evidence of its technical and professional capacity to carry out the services that fall within the scope of this procurement procedure by providing the following documentation:

a) At least three CVs for the Primavera Service Desk Engineer role (please use the European format available here http://europass.cedefop.europa.eu/europass/home/hornav/Downloads.csp). Please include an overview of the educational and professional qualifications of the staff responsible for providing the services. Only proposals with proposed staff fulfilling the profiles described in the Technical Specification will be selected.

b) List of at least three service contracts concluded in the last 5 years, involving the provision of Primavera service desk services, including the following information for each one:

— Scope of the service,

— Total budget,

— Duration and dates,

— Details on the Primavera P5/P6 Project Management systems,

— Details on the use of Primavera Contract Management, Reporting, Analytics, Risk Analysis,

— Details on team composition and structure,

— Public funded project (European Commission’s framework programmes) (Y/N).

c) Oracle certified partnership: Evidence will be the Oracle Partnership certificate.

d) Information on the parts of the contract which are intended to be subcontracted. This information shall be provided in the administrative part/supporting documents described in the tender specifications.

Ejecución del contrato
Depósitos y garantías exigidos:

Fusion For Energy reserves the right to require from the contractor the deposit of a guarantee equivalent to any pre-financing in accordance with the provisions of its financial regulations.

Performance guarantees may be required as stated in the tender specifications.
