Building 67 - Cold & Hot Basin & Cooling Towers structure:The main function of Building 67 is to provide the required cooling water storage capacity to support the associated cooling towers and to support the heat rejection system vertical pumps. Building 67 consists of a concrete cooling water buffer storage basin of about 26 000 m³ with foundations and structural supports for cooling towers, pumps and all associated pipework. The dimensions of Building 67 are approximately 70 m in width, 95,5 m in length, and a depth varying from 3 m to 8 m.Building 68 - Pumping Station:The main function of Building 68 is to house and support the closed secondary component cooling water system horizontal pumps, a pressurisation unit skid and all associated pipework. Building 68 consists of a single storey shelter open-sided with a steel structure, a metallic roof and a concrete slab including foundations and supports for cooling water system pumps and all associated pipework. The dimensions of Building 68 are approximately 17,5 m in width, 65,6 m in length and 8 m in height.Building 69 - Heat Exchangers Building:The main function of Building 69 is to house and support the component cooling water system heat exchangers and associated pipework. Building 69 consists of a concrete slab including foundations and supports for cooling water system heat exchangers and associated pipework. The dimensions of Building 69 are approximately 26 m in width, 63 m in length.Building 64 - Water Treatment Equipment Building:The main function of Building 64 is to house and support the water treatment equipment of the cooling water system, all associated pipework and a slab for electrical equipment. Building 64 consists of a concrete slab including foundations partially cover by a metallic roof. The dimensions of Building 64 are approximately 24 m in width and 22,5 m in length.All the above buildings are classified as conventional buildings.The surrounding external networks of Buildings 67, 68 and 69 are also part of the scope of the contract and include rain water collectors, electrical galleries and buried networks associated with the buildings described above.

The duration of the contract indicated under section II.3 above is approximate for now.

In the case of (a) new contract(s) consisting of a repetition of similar works entrusted to the economic operator to whom Fusion for Energy awarded the contract currently subject of this procurement procedure, Fusion for Energy may use the negotiated procedure in accordance with Article 100.2 g (ii) of Fusion for Energy’s Implementing Rules as referenced below under section VI.3 (Applicable Rules).

Request to be selected to tender.

The request to be selected to tender shall be concise and well-structured and must be received at Fusion for Energy’s premises: 2 (two hard copies) and 1 (one) electronic copy to be received at F4E, route de Vinon sur Verdon 13 115 Saint- Paul lez Durance ITER Organisation Building B33/F4E/SBPS France and the original plus 1 (one) electronic copy to Barcelona, Carrer Josep Pla n°2 Torres Diagonal Litoral, Building B3 08019 Barcelona (Spain)(as identified in section I.1) by the deadline specified in section IV.3.4.

In case of discrepancies only the original to Barcelona, Carrer Josep Pla n°2 Torres Diagonal Litoral, Building B3 08019 Barcelona (Spain) will be taken into account this includes the compliancy with date and time of the submission.

The request to be selected to tender shall consist of all the documentation requested under section III.2 and it shall be delivered in 1 (one) original, 2 (two) paper copies and 1 (one) CD-ROM or DVD containing both the PDF and native file formats (please ensure individual electronic files for each separate section and for each separate form). The request to be selected to tender shall be placed inside a sealed inner envelope, the inner envelope shall be signed astride the juncture(s) and transparent tape shall be stuck on top of the signature. The inner envelope shall read exactly as follows: “Expression of Interest F4E-OPE-429 - not to be opened by the internal mail services”. The inner envelope shall be placed inside the outer envelope, which shall be addressed to the Procurement Officer indicated under section I.1 and shall be marked as follows: “Expression of Interest F4E-OPE-429 - not to be opened by the internal mail services”.

This Contract Notice has also been published on the Fusion for Energy industry portal website (https://industryportal.f4e.europa.eu). Economic operators shall be aware that any further communication related to the present call for expressions of interest will only be published on the Fusion for Energy industry portal website, as referenced above. It is therefore strongly suggested to regularly visit the above mentioned webpage.

By submitting a request to be selected to tender, the economic operator agrees that Fusion for Energy may publish on its webpage a list with the names and addresses of the selected candidates. In case the economic operator does not agree to this, he shall express this disagreement in writing to the Procurement Officer (section I.1) before the time limit for receipt of the requests to be selected to tender expires (section IV.3.4).

Applicable rules.

This procurement procedure is governed by the rules laid down in the Financial Regulation of Fusion for Energy adopted by the Decision of the Governing Board of 22 October 2007 as last amended on 25 November 2011 and the Implementing Rules of the Financial Regulation adopted by the Decision of the Governing Board of 22 October 2007 as last amended on 25 November 2011. Fusion for Energy is not subject to the European Directives 2004/17/EC and 2004/18/EC.

The official language of Fusion for Energy is English. All documentation provided shall be in English or accompanied by an official translation (certified unless otherwise agreed with Fusion for Energy) of the relevant parts. Failure to comply with this requirement, may lead to the exclusion of the candidate from the procurement procedure.

In accordance with Article 90 of Fusion for Energy’s Financial Regulation, Fusion for Energy may, before the contract is signed, either abandon or cancel the award procedure without the candidates being entitled to claim any compensation.

ITER is a joint international research and development project that aims to demonstrate the scientific and technical feasibility of fusion power. The partners in the project – the ITER Parties -– are the European Union (represented by EURATOM), Japan, the People’s Republic of China, India, the Republic of Korea, the Russian Federation and the USA. ITER will be constructed in Europe, at Cadarache in the south of France.

Sums due shall be paid within no more than 45 (forty five) calendar days from the date on which an admissible invoice is received by Fusion for Energy. The date of payment shall be understood to mean the date on which Fusion for Energy's account is debited.

Forma jurídica que adoptará la agrupación de operadores económicos adjudicataria del contrato

Requests to be selected to tender may be submitted by groupings of economic operators (i.e. a natural or legal person or public body offering the execution of work and/or supplies and/or services) who will not be required to adopt a particular legal form prior to the contract being awarded, provided that each member of the grouping is jointly and severally liable towards Fusion for Energy. However, a grouping of economic operators shall nominate a coordinator to be responsible for the receipt and processing of payments for members of the grouping, for administrative management of the resulting contract and for coordination and safety.

Criterios objetivos para la selección

Fusion for Energy will first exclude the candidates which are non-compliant with an administrative, legal or financial requirement (see section III.2.1.) and which cannot demonstrate adequate financial, economic or technical capacity levels (see sections III.2.2 and III.2.3). Fusion for Energy shall then rank the candidates according to the following criteria (a maximum of 90 points can be awarded): a) Relevance of candidate’s experience in relation to this procurement, measured against the 5 reference contracts required under III.2.3 (a), listed in Annex 3 and described and justified in the report required under III.2.3 (b). Annex 3 lists the relevant contract features (see items 25 to 31 of Annex 3). Points will be awarded for contract features duly described and justified in the report required under III.2.3 (b). One point will be awarded for each justified contract feature. The maximum number of points is 35 (thirty five). b) Additional relevance of candidate’s experience in relation to this procurement, measured against the 5 reference contracts required under III.2.3 (a), listed Annex 3. Annex 3 lists the contract complexities (see items 32 to 34 of Annex 3). Points will be awarded for each contract complexity duly described and justified in the report required under III.2.3 (b). The maximum number of points is 35 (thirty five). i. Interfaces on site with other contractors executing a “works” contract (item 32): 2 points for each reference contract. ii. Works in limited space (construction works area available limited to available space around building footprints up to 4 metric meters) (item 33): 2 points for each reference contract. iii. Treatment of differential settlement of the building (item 34): 3 points for each reference contract. c) The dedication of the economic operator to health and safety at work measured against the training rate. Points will be awarded as follows: [(Tr-m)/D]*20 = number of points. The maximum number of points is 20 (twenty). - “Tr” = training rate of the economic operator over the last three years calculated as follows: number of hours of training on health and safety at work / total number of hours worked - “m” = worst training rate among the candidates - “M” = best training rate among the candidates - “D” = M-m In case of grouping the average of the training rate of the members of the grouping will be taken into account. If D=0 all the candidates will get 20 points. If no description and justification is provided in the report for the contract features and complexities that are marked “yes” in Annex 3, they cannot be counted to reach the minimum required number of points (see below under sub-paragraph b) of the section “Minimum level(s) of standards possibly required“) or under the section “Objective criteria for choosing the limited number of candidates” (see below under IV.1.2).
