The European Joint Undertaking for ITER and the Development of Fusion Energy ("Fusion for Energy")

Provision of electromagnetic and electro-mechanical analysis of different ITER components and support to improve already existing electromagnetic models. In particular the main scope is the electromagnetic analysis of ITER components under fast and slow electromagnetic transients. For some task orders the supplier will be requested to perform the subsequent coupled mechanical analysis of the component under study subject to electromagnetic forces. It should be noted that the present procurement procedure is governed by the rules laid down in the Financial Regulation of Fusion for Energy adopted by the Decision of the Governing Board of 22.10.2007 as last amended and the Implementing Rules of the Financial Regulation adopted by the Decision of the Governing Board of 22.10.2007 as last amended. The official language of Fusion for Energy is English. Documentation provided under Section III.2 shall be in English or accompanied by a translation of the relevant parts. Failure to comply with this requirement may lead to the exclusion of the tenderer.

Fusion for Energy intends to sign multiple framework service contracts with the successful tenderers. The framework contracts will be implemented by specific contracts for self-standing activities which will be placed during the course of the framework contract.

This procedure is related to the work programme 2012. ITER is a joint international research and development project that aims to demonstrate the scientific and technical feasibility of fusion power. The partners in the project - the ITER Parties - are the European Union (represented by Euratom), Japan, the People´s Republic of China, India, the Republic of Korea, the Russian Federation and the USA. ITER will be constructed in Europe, at Cadarache in the South of France.

Companies can consider two ways of collaborating in an offer: either as joint partners in the tender or through subcontracting. Offers may also combine both approaches.

Tenders can be submitted by groupings of economic operators who will not be required to adopt a particular legal form prior to the contract being awarded.

If the grouping has not yet adopted any legal form, tenderers shall be aware of that, if they are awarded the contract, Fusion for Energy will require them to sign a “power of attorney” based on a model provided by Fusion For Energy, which provides for a form of cooperation.
