The subject of the Contract is the performance of the cold test of 10 Winding Pack (WP) and the insertion process of 10 Toroidal Field (TF) coils as defined in the Technical Specifications. The TF coils have a “D” shape and are composed by a winding pack (WP) enclosed in a coil case (CC). A WP consists of a set of 7 double pancake (DP) 5 regular (with same number of turns on each side) DP and 2 side DP (with different number of turns in the 2 sides and with a trapezoidal shape). Each DP is made from a single length of Cable-in-Conduit-Conductor, embedded in a 316LN grooved stainless steel plate called radial plate (RP), composed of about 900 Nb3Sn superconductor and 450 copper strands enclosed in a 2 mm stainless steel thick jacket. The DP modules are electrically connected with each other by joints and the electrical feeders by the coil terminals. The conductor is electrically insulated from the radial plate with about 2 mm of multi layer glass-Kapton while each DP is insulated with about 1 mm of glass Kapton both filled with epoxy resin by Vacuum Pressure Impregnation (VPI). In order to manufacture the WP, the 7 DPs are stacked, connected electrically by completing the electric joints, then the stack is insulated with about 6 mm of insulation formed by several layers of half lapped glass-Kapton, and finally vacuum pressure impregnated with epoxy resin. Finally a conductive paint is applied to the external surface of the WP. The total weight of the WP is approximately of 110t. The most important parameter of the WP is the position of the Current Center Line – CCL. The control of its position and shape it is fundamental in terms of plasma operation. The CCL is the current barycentre of the WP and is a closed line along the D-shape. Its position is measured in the last stage of the WP manufacturing process and then marks (fiducials) are placed on the WP outer surface to indicate its positions. The winding pack must pass an acceptance test consisting in dimensional check, leak test in vacuum and electrical insulation checks including test in Paschen conditions before being shipped to the Supplier premises. Once arrived at the Supplier premises the WP, after the needed acceptance test, will be cold tested. After the cold test at the Supplier premises, the WP is inserted into the Coil Structure to complete the TF coil. The fiducial points will be then transferred to the coil cases surfaces in order to have measurable points during the TF coil final assembly into the ITER machine. To allow insertion of the WP during TFC manufacturing, the TFCC is split into four main subassemblies (AU, BU, AP, and BP). In addition to these four main sub-assemblies there are a number of associated parts that allow the individual TF coils to be joined. These are as follows: — one set of inner leg inter coil structure (ILIS) components. These flat G10 panels will be mounted on both sides of sub-assembly AU after closure welding of each TFC, to provide the proper fit and low voltage insulation between the inner legs of the TFC, — three pairs of sets of inter-coil components used to connect the IS of the TFC together, namely: —— the upper and lower IIS components (cylindrical shear keys, connecting the integral IIS), —— the upper and lower OIS components (clamping bolts and combined shear pins/clamping bolts, connecting the integral OIS), —— the upper and lower IOIS components (connecting plates and shear pins, connecting the integral IOIS). There are 7 type of the TF coil. Actually the 18 TFC installed in the ITER machine have identical WP but the TFCC attachments and interfaces required to support the CS, PFC and CC cannot be identical for all TFC.

This procurement procedure shall be open on equal terms to tenderers that are nationals of a Member of Fusion for Energy or are established in the territory of a Member of Fusion for Energy (i.e. Member States of the European Union and Switzerland).
The exclusion criteria are listed in Article 83 of the Fusion for Energy Financial Regulation. Tenderers shall be excluded from participation in the present procurement procedure if:
a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

The candidate must have adequate financial and economic capacity to perform the contract within the indicated timeframe. To this end, the following documents shall be provided by the candidate, and by all members of the grouping:
Balance Sheets and Profit and Loss account for the last three years for which accounts have been closed, where publication of the balance sheet is required under the company law of the country in which the economic operator is established, shall be presented. Balance Sheets and Profit and Loss account shall be presented both in their official format and in the simplified template provided by Fusion for Energy in the Industry Portal.
Balance Sheets and Profit and Loss account for the last three years for which accounts have been closed, where publication of the balance sheet is required under the company law of the country in which the economic operator is established, shall be presented. The candidates have to proof that they have the technical and professional capacity necessary to perform the contract. To this end, all candidates are required to provide proof of evidence of the information reported here below.
10.2.1. Proven experience in the execution of projects similar to the supply described in Section 2 of Annex B – Technical Specifications, in particular:
a) Large projects (>40 000 000 EUR); and
b) Requiring production volume of more than 10 units in total and a production rate of more than 4 units per year).
As evidence, the candidate shall submit:
(i) A list of at least 2 projects in the last ten years meeting the requirements above. The candidate shall provide a short description of the scope of the projects, amounts, dates and recipients.
10.2.2. Proven working experience with Welding austenitic stainless steel components with thickness larger than 40 mm, according to quality level B of ISO Standard 5817 (or equivalent), utilizing:
a) GTAW welding; and
