K-ER38-IDFCT FACTS for voltage control

The contract undertakes the construction of a FACTS device to be installed in the substation of Benahadux 220 kV (Almería region, Spain)for controlling voltage in normal operating conditions and in the event of contingencies and damping power oscillations. The voltage control will be given by continuous reactive power compensation.
It is required a FACTS device with a continuously adjustable reactive power output compensation from 90 Mvar capacitive to 90 Mvar inductive at nominal voltage at the 220 kV. The FACTS will be combined with one set of 60 Mvar Mechanical Switched Reactor (MSR). Therefore 150 Mvar of inductive reactive power compensation and 90 Mvar capacitive reactive power compensation are required.

— A copy of the Candidate's insurance certificates stating the activities covered, the sums covered and the period of validity, as well as a certificate proving payment of the premiums (civil liability, ten-year guarantees and additional guarantees, etc.) covering the candidate's professional risks with respect to the contract that is the object of this call for tender.

— A copy of criminal extract of record of a the responsible director.

— A certificate which proves that the company is not in suspension of payment or bankruptcy.

— A copy of the balance sheets and profit and loss accounts, with their appendices, for the last 3 financial years.

— A copy of the annual report for the last 3 financial years.

— If the candidate is in a situation of judicial settlement, a copy of the corresponding ruling or rulings.

— A document certifying the regularity of the social security situation of the co-contractor in reference to the regulation (EEC) No. 1408/71 of 14.6.1971 or an international social security agreement, or, if not, a certificate of supply of social security declarations issued by the social protection agencies responsible for recovery of social.

Capacidad técnica y profesional:

— The Contractor will only use proven technology with operational history. The types used will be in operation elsewhere under similar conditions for at least 2 years without significant failures or modifications. The Contractor will provide proof of satisfaction of these requirements by means of references in writing.

— Must be able to construct a FACTS device in due time to finish the device commissioning before the end of august 2015.

— Must be capable of providing the equipment and services in accordance with the industry standards of the High voltage installations.

— Will be able to write all reports and documents in Spanish on time.

In the event of a group of economic operators submitting an acceptable offer, it will be necessary to provide an undertaking that each company or firm will be jointly and severally liable in performing any works under the proposed framework agreements within the contract.

Apart from that the present request for proposal does not implicate REE to execute the awarding of the specified service. In the case of REE does not considered the received offers as saticfactory, he can reject the service. This statement can not be claimed and not provides compensation right to the bidders.
