This call for tenders is launched by the European Commission (hereinafter referred to as 'the Commission') with a view to concluding a framework contract that will provide the Commission, in particular its Joint Research Centre, Institute of Prospective Technological Studies (hereinafter referred to as 'JRC-IPTS'), with proven high-quality expertise in using and developing (agro-)economic modelling tools and with the ability to provide the Commission with the required technical support, analysis and evaluation for the analysis of agricultural and related policies in Europe.
To ensure coherency of and consistency between the intellectual services required, the service provider should have strong capacities to manage an organised network of national and theme-specific partners. If the successful tenderer is a group of service providers, it will be required to form a single legal entity (e.g. an EEIG (European Economic Interest Grouping) within the meaning of the Council Regulation No 2137/85, or similar), in order to sign the contract with the Commission. Where such a single legal entity does not yet exist at the time of submitting the tender, letters of intent to form such an entity must be provided by each foreseen member.
