This procurement procedure will be conducted in two steps. The objective of this First Step is to assess the eligibility with regard to the exclusion criteria and the legal, financial, professional and technical capacity of interested candidates. Only compliant candidates will receive the Tender Specifications and be invited to submit a tender in the Second Step of this procedure. Submission of the requests for clarification and information exchanges will be done through the Industry & Associations Portal of Fusion for Energy accessible at the following address: https://industryportal.f4e.europa.eu/IP_PAGES/ADM.aspx It is a responsibility of the candidates to regularly check the information available on the Portal. The Invitation Letter and the Descriptive Document will detail the modalities for submission of requests to participate and the contacts between Fusion for Energy and the candidates. The requests to participate can be delivered by registered post, express courier or hand delivery. Details and address are available in the Invitation Letter. Late delivery will lead to the exclusion from this procurement procedure. The present procurement procedure is governed by the rules laid down in the Financial Regulation applicable to the General Budget of the Union (Regulation EU, Euratom No 966/2012 of the 25/10/2012) and its Rules of Application (Commission Delegated Regulation EU No 1268/2012 of 29/10/2012). Fulfilment of the conditions of this procurement procedure and/or initiation of a tendering procedure impose no obligation on Fusion for Energy to award the Contract. Fusion for Energy is not liable for any compensation to candidates whose requests to participate/tenders have not been accepted nor is it so liable if it decides not to award the Contract or not to sign a Contract that has been awarded.

Condiciones de participación
Habilitación para el ejercicio de la actividad profesional:

Candidates (including all consortium members and any proposed subcontractors) are asked to prove that they are authorised to perform the Contract under the national law as evidenced by enrolment (declaration or certificates) in the professional or commercial/trade register imposed by the country in which the candidate is established, or a sworn declaration or certificate, membership of a specific organisation, express authorisation or entry in the VAT register, specifically for practising activities relevant to the scope of this tender. Situación económica y financiera:

1. Insurance coverage imposed by Spanish law in sanitary matters: Professional Liability Insurance.

2. Annual turnover per year for the previous three financial years: (one of the following) annual accounts, balance sheets or extracts (where publication of the balance sheet is required under company law in the country of establishment) statement of the candidate's overall turnover.

Niveles mínimos de normas:

1. In conformity with the Spanish legislation.

2. 450 000 EUR.

Capacidad técnica y profesional:

1. Capacity of the candidate to provide the services: sworn declaration (signed Annex VI of the Descriptive Document).

2. Facilities and resources throughout Catalonia: a complete Medical listing of doctors and clinics/ hospitals/ specialist centres, number of collaboration agreements for Barcelona and surroundings;

list of representation offices in Barcelona/Catalonia;

3. Personal data protection: Personal Data Protection Compliance Declaration (signed Annex IX of the Descriptive Document);

4. Compliance of the staff, clinics, hospitals, specialist centres and services with the national requirements and with sanitary rules and having the necessary authorisation: certificates and/or sworn statement, as per Annex VIII of the Descriptive Document.

Niveles mínimos de normas:

1. As per the model Form in Annex VI of the Descriptive Document;

2. A wide range of doctors and specialists; at least one clinic / hospital in Barcelona city to provide the services;

3. Compliance with the personal data protection requirements as laid down in the Data Protection Compliance Declaration;

4. In conformity with the Spanish legislation.
