The agreement is aimed at formalising an association agreement with one or more economic operators for the pre-commercial development of unmanned aerial vehicles capable of responding to the needs of utility management.
The partnership will aim at pooling means and resources in the form agreed for the development of solutions, products, services or innovative works in the field of unmanned systems that are not available on the market. The selection process of strategic partner(2) includes the following steps: 1) Publication in official journals (OJEU, BOE and DOG) of the call for the selection of strategic partner(s) and bidders, 3) Selecting candidates to participate in the dialogue phase (between 6 and maximum 10 bidders); 4) Submission of initial technical proposals by applicants, which include the following: the strategic approach, the proposed joint R & D program, the proposal to maximize the socio-economic impact and the financial model; 5) Evaluation of proposals according to a value for money assessment, which includes the following aspects: a) strategic approach, b) joint R & D program, c) means and resources provided by the bidder for the execution Program, d) content for the R & D Program, e) socio-economic impact; 6) Process dialogue with the selected candidates; 7) Final selection and execution of the agreement signature(s) of association, 8) Phases of pre-commercial development.
