Provision of evaluation services to the European Agency for Safety and Health at Work
The purpose of the framework contract is to provide evaluation services to EU-OSHA. The intention is not to cover all evaluation and monitoring activities of EU-OSHA.
It is expected that the contractor would produce prospective evaluation studies ('ex ante' evaluations, impact assessments, and evaluation of pilot projects and preparatory actions), and interim and 'ex post' evaluations of strategies, programmes and projects.
The contractor must be able to apply a wide range of quantitative and qualitative methods for collecting, analysing and presenting data. These methods must not only include more recent approaches to evaluation, notably contribution analysis, theory of change, social network analysis but also other relevant approaches.
The contractor will be responsible for all phases of implementing the study.
