In the renewed EU agenda for higher education (COM(2017) 247 final), the Commission addresses the need to ‘consolidate and improve evidence-building on higher education’. Through the creation of a knowledge hub on higher education, the Commission aims to optimise synergies between EU evidence tools, ETER being one of them.
The ETER project is a key deliverable of the European higher education modernisation agenda. It provides a regularly updated database on Europe's universities using higher education institutions (HEIs) as the analytical unit. The data allows a quantitative characterisation on inputs and outputs for the purposes of a richer analysis of HEI activities such as mapping, benchmarking, efficiency analysis, studies of differentiation, etc.
ETER was established in 2013 and is fully funded by the Commission.
The main aim of this contract is to support the Commission in the annual implementation and improvement of the European tertiary education register (ETER).
