Breve descripción:

The purposes of the geophysical and geotechnical investigations are the determination of the detailed seabed conditions and stratigraphy with detailed characterization of the materials in the surface and subsurface soil layers in order to inform the installation of submarine cables.

The geophysical investigation shall include both surface and subsurface survey (sub-bottom profiling).

The purpose of the UXO survey is to ensure an As Low As Reasonably Practicable (ALARP) UXO risk at each anticipated geotechnical location to be investigated during the subsequent geotechnical survey. The execution and the scope of the UXO survey will be subjected to the results of the ‘UXO risk assessment and mitigation strategy’ study.

The geotechnical investigation shall consist in CPTs, vibro cores, piston cores, rock cores and similar. It includes the collections of quality samples of soil and rock to be tested onshore and offshore for the determination of physical and mechanical properties, to support the interpretation of the geophysical data.

Duración: 8 meses

Condiciones de participación
Habilitación para el ejercicio de la actividad profesional:

Personal situation of economic operators including requirements to enrolment on professional or trade register. All costs of completing and submitting any submission and any presentations of the submission are the responsibility of the applicant(s). Throughout the course of this procurement process, tenderers may be asked to translate and resubmit documents in Spanish/English at their own expense.

Situación económica y financiera:

The following documents are to be provided by the applicant as part of its reply to the notice to tender. The lack of provision of the requested documents will lead to the applicant not being selected for the invitation to tender.

All economical and financial document shall be certified by legal competent entities of the country of the applicant or by third party auditor.

— the interested economic operator must not be bankrupt or in the process such, not having its affairs administered by the court, or not have entered into an arrangement with creditors,

— average annual turnover for the last 3 financial years,

— insurance certificate,

— tax certificate.

Niveles mínimos de normas:

— last 3 years annual operating average must be positive,

— average annual turnover for the last 3 financial years must be at least equal to 10 000 000,00 EUR (or equivalent),

— professional Insurance liability of minimum 10 000 000 EUR (or equivalent).

Capacidad técnica y profesional:

The below criteria will be appreciated and evaluated, in addition of economic and financial criteria, to select applicants for the invitation to tender:

— the interested economic operator must possess and be able to document know-how and experience in the implementation of the contracts similar to the services requited upon this notice,

— the applicant must have completed at least 3 contracts with the object described in Article II.2.4) (short description of the work performed shall be provided including: client, date, location and contract value),

— the applicant shall demonstrate that it possesses the expertise, equipment and personnel required for the execution of services,

— the applicant shall certify its ability to generate and handle the contractual documents in English/Spanish language,

— the applicant must be able to carry out the works according to schedule stated in Article II.2.4,

— the applicant shall provide the recommendations from previous clients.

Niveles mínimos de normas:

— experience: minimum of 3 contract services equivalent to the object of the present notice completed in the last 5 years,

— technical capability: equipment and means required to perform the services,

— personnel: survey team necessary to perform the survey including at least, 1 project manager, 1 geotechnical engineer, 1 geophysicist, 1 UXO expert.

Lista y breve descripción de las normas y criterios:

All interested economic operators are eligible to participate in the tender procedure and submit the expression of interest.

The consortia of companies may jointly participate in the tender procedure, under the condition that the participation proportion of each company of the consortium is clearly stated in the expression of interest.

The consortia are not obliged to take a specific legal form in order to participate in the tender procedure.

The applicant must not have been convicted by a judgment which has the force of res judicata of any offence concerning their professional conduct.

The applicant must not have been found guilty of grave misconduct proven by any means which the contracting authority can demonstrate.

The applicant must have fulfilled their obligations relating to the payment of social security contributions and their obligations relating to payment of taxes and duties, in accordance with the legal provisions of the country where its is established.

Ejecución del contrato
Depósitos y garantías exigidos:

Guarantees and bonds will be required, the types and amounts will be defined/prescribed in the invitation to tender (ITT), according to the applicable law.

Forma jurídica que adoptará la agrupación de operadores económicos adjudicataria del contrato:

The applicant may submit bids as:

— single company with proposed subcontractors if necessary,

— consortium with proposed subcontractors if necessary.

In case of the applicant submits bids as a consortium, applications shall be submitted either by all the members of the consortium or by an agent who provides proof of the necessary authorizations to represent the other members of the consortium. Same economic operator may not be an agent of more than 1 consortium for the same contract.

RE reserves its right to require economic operators to whom the contract is to be awarded to take a particular legal form to be detailed in ITT (joint only or joint and several liability), for performance of the contract insofar as this is necessary for such proper performance.

Any change in the form and/or composition of the single company or consortium at any point of the procedure shall be prior-approval of RE.
