European Joint Undertaking for ITER and the Development of Fusion Energy (F4E)

The contract is for the maintenance for the Radio Frequency Power System of the Linear IFMIF Prototype accelerator part of the IFMIF/EVEDA project and for the Magnet Power Supply System of JT-60SA.
The scope of the work includes the procurement of spare parts and the supporting services to ensure the availability and the maintainability of these systems.
As an integrator, the selected supplier (as a single tenderer or joint submission) is to be a unique interface between the different components manufacturers and F4E. The Integrator shall be the single source channel vis-à-vis F4E for the procurement of spare parts and related services from different components manufacturers. As such, the Integrator shall ensure simple contract administration and management.

DNO #180688: This modification consists in including the Incentive scheme originally not foreseen under this Specific Contract. As per provided justification, during the repair of the superconducting magnets of JT-60SA, additional unexpected insulation problems have been identified in May 2022, requiring a prolongation of the magnet repair activities and a delay of the restart of JT-60SA operation, that is now expected at the beginning of 2023. Considering this new operation plan, the expected procurement time of the capacitors could be compatible with the possibility of installing the filters before the restart of JT-60SA operation. The newly identified insulation problems are critical to be repaired, and it is not sure if they can be completely detected and recovered. Therefore, the installation of the filters is considered a mandatory condition for the energization of the magnets with the Booster PS, and their procurement is now on the critical path for the restart of JT-60SA operation. Therefore, to incentivize the Supplier to deliver the Booster PS filters as soon as possible is very important for the continuation of the work, which shall not be delayed. In light of the above and in accordance with Art. 89f.4.b F4E FR, the need for modification has been brought about by circumstances which the Joint Undertaking could not foresee.

DNO #176850: The total budget of the Framework Contract was defined in view of the estimated needs for both IFMIF and JT-60SA projects. In particular, the estimated needs for JT-60SA included the following: procurement of spare parts, improvements of the control system of some existing equipment and procurement of a filter for reducing the voltage ripple of four existing converters identified as Booster PS. The cost estimation was based on price of similar components (inductances, transformers, resistors) that Fusion for Energy purchased more than 4 years ago. However, the price received from the Contractor for the Booster PS filters is much higher than the cost estimation carried out by Fusion for Energy. The market price of these components has experienced a major cost increase in the last 2 years, in some cases with an increase of the related price indexes up to a factor 2.5. DNO #201206: Almost the entire ceiling has been consumed and this ceiling increase is required to allow the continuation of critical activities, the implementation of additional unexpected activities and to cope with the rise of price of electronic components. LIPAc RFPS will enter in a phase of continuous operation as soon as May 2023: if the upgrades identified by the supplier are not prepared and implemented in time, the RFPS could suffer unexpected stops and lead to long stops of the LIPAc operation (major technical and political impact). In light of the above and in accordance with Art. 89f.4.b F4E FR, the need for modification has been brought about by circumstances which the Joint Undertaking could not foresee.
