Descripción de la contratación
The procurement will take the form of a pre-commercial procurement (PCP) under which R&D service contracts will be awarded to a number of R&D providers in parallel in a phased approach. This will make it possible to compare competing alternative solutions.
Each selected operator will be awarded a framework agreement that covers 3 R&D phases.
The 3 phases are:
- R&D up to solution design
- R&D up to a prototype
- R&D up to original development, validation and testing of a limited set of first products or services.
After each phase, intermediate evaluations will be carried out to progressively select the best of the competing solutions. The contractors with the best-value-for-money solutions will be offered a specific contract for the next phase.
Testing is expected to take place at the following sites:
• HSP reference area, Catalonia (Spain).
• Avellino, Campania Region (Italy).
• Region Västerbotten (Sweden).
This testing may also serve as a first customer test reference for the contractors. The procurement is expected to start on 31st May 2022 and end on 9th December 2025.
The selected operators will retain ownership of the intellectual property rights (IPRs) that they generate during the PCP and will be able to use them to exploit the full market potential of the developed solutions.
The total budget for the PCP is 4,429,075 € (Spanish VAT, 21%, included) covering all contracts to procurers in all phases.
- a minimum of four (4) contractors for phase 1
- a minimum of three (3) Phase 2 and
- a minimum of two (2) contractors for phase 3.
Phase I: Solution design:
This phase aims to elaborate the solution design and determine the approach to be taken to develop the new solutions and demonstrate the technical, financial and commercial feasibility of the proposed concepts and approach to meet the procurement needs. The total budget for R&D contracts in this phase is 120.000 € (including Spanish VAT) and the Maximum budget per contractor is 30.000 € (including Spanish VAT, 21%). From this sum it is expected that at least 4 contracts will be awarded. This phase will last for 3 months and 14 days.
Phase II: Prototype development:
This phase aims to develop, demonstrate, and validate defined prototypes in lab conditions. Participating companies are expected to deliver a Prototype specification, a Prototype demonstration, a Development Plan, an implementation plan of a limited volume of services for field- testing, and an Updated cost/benefits forecast incl. preliminary business plan. The total budget for R&D contracts in this phase is 1.350.000 € (including Spanish VAT) and the Maximum budget per contractor is 450.000 € (including Spanish VAT, 21%). From this sum it is expected that at least 3 contracts will be awarded. This phase will last for 9 months and 12 days.
Phase III: Pilot testing
This phase aims to implement and assess developed prototypes in real world conditions in the 3 procurers’ environments. The expected output from participating companies includes the implementation of the 3 testing sites; an overall assessment and success verification; and an updated cost/benefits forecast, including a more detailed business plan. The total budget for R&D contracts in this phase is 3.959.075 € (including Spanish VAT) and the Maximum budget per contractor is 1.979.537,5 € (including Spanish VAT, 21%). From this sum it is expected that at least 2 contracts will be awarded. This phase will last for 14 months and 16 days.
For phases 1 and 2, contracts will be financed until the remaining budget is insufficient to fund the next best tender. The budget left over from the previous phase will be transferred to the next phase, so that the total budget available for phases 2 and 3 may be higher than indicated (although the maximum budget per contractor will always remain the same).

This is because it concerns the procurement of R&D services where the benefits do not accrue exclusively to the contracting authority for its use in the conduct of its own affairs.

Publication is made on a voluntary basis and the procurement will not follow the procedures under the EU public procurement directives, but rather the procedure described in the tender documentation.

After each phase, intermediate evaluations are carried out to progressively select the best competing solutions. The contractors with the best-value-for-money solutions will be offered a specific contract for the next phase.
The total budget of 4,429,075 € (Spanish VAT, 21%, included) was earmarked for awarding the contracts to a minimum of:
- a minimum of four (4) contractors for phase 1
- a minimum of three (3) Phase 2 and
- a minimum of two (2) contractors for phase 3.
Sufficient amount of good quality tenders were received to award the planned amount of contracts.

The procurement started on 31st May 2022 and it is expected to end on 9th December 2025. This date is indicative, but in any case, it will stick to the actual date of execution
