Construction of an underground-submarine link for DC operating voltage in a bipolar configuration with metallic return that will connect the future Converter Station of Fadrell (Castellon) and San Martí (Mallorca Island).The link will be composed of 2 HVDC ±250 kV cables and a Medium Voltage return cable, with a capacity of 2x200 MW.
The length of the route is approximately 405 km long, (underground cables with total approximate route length of 15 km and submarine cables with total approximate route length of 390 km). Maximum water depth along the submarine route is above 1600 m. Both XLPE and MI technologies can be considered. Combination of technologies is authorized if the transition is situated on-shore at the sea-land joint bay. XLPE cable system must be qualified in accordance with IEC 62895, CIGRE TB 852 and CIGRE TB 623.Criteria of range of approval will be taking into consideration.
Terrestrial civils works for underground cables and trenchless works for landing are excluded.

Condiciones de participación
Habilitación para el ejercicio de la actividad profesional:

-Insurance policy from the candidate that specify that the activity(es) are covered, the quantity of coverage and period of validity, as well as a certificate proving the payment of the premiums (civil responsibility, ten years guarantee and additional guarantees, etc.) that cover the professional risks of the candidate with reference to contract object of the tender.

— Certificate proving to comply of all its obligations and duties regarding employment & labour law, social security, and occupational health & safety and prevention, whereby it is obliged to duly and correctly fulfil and comply with them

- Certification proving to comply regarding contributions owed to the Social Security by the regulation (EEC) number 1408/71 from 14.6.1971 or an international agreement, otherwise a certificate from the Tesorería General de la Seguridad Social (General Treasury of the Spanish Social Security) stating it is fully up to date regarding contributions owed to the Social Security, this document must have been issued up to 6 months.

- Certificate proving to be fully up to date regarding tax obligations affecting the configuration of its business and activities.

All the documents must be submitted in Spanish, in case the original documents are in any other language, the translation to Spanish must be certified by the diplomatic authority concerned.

All cost of completing and submitting any submission and any presentations of the submission are the responsibility of the applicant(s).

Situación económica y financiera:

The following must be submitted:

- Copy of the balance sheet and profit and loss accounts, with appendices for the last 3 fiscal years.

- Copy of the annual report for the last 3 fiscal years.

- If the applicant is in a situation of judicial resolution, a copy of the corresponding judgement(s).

- Turnover of this product for the last 3 years.

- Number of employees during the last 5 years.

- If the applicant is a subsidiary company or a member of a group or consortium, full details of the group structure, including the details of the group structure, including details of who would provide a guarantee from the parent company.

- Data showing that they are financially stable and profitable, including copies of audited certified financial statements for the last three years.

- Certified financial statements for the last three years.

Minimum level(s) that may be required:

Minimum annual turnover: EUR 150,000,000.

- Evidence that appropriate quality control systems are in place and used for projects of this nature, the applicant must have ISO 9001:2000 certification. The applicant must have ISO9001 and ISO14001 (send copies of the certificates and their scope).

Capacidad técnica y profesional:

The below criteria will be used, in addition of economic and financial criteria, to select acceptable candidates for the Tender.

• Testing credibility: the candidate shall provide PQ test and TT reports, as applicable, for voltage levels of ± 250 kV HVDC and above

• Experience in submarine and land HVDC projects for voltages levels of ±250 kV in service shall be demonstrated.

• Experience in laying and protecting submarine cables (HVAC or HVDC) at deep water depths: at least one projects installed in water depths deeper than 500 m shall be executed. If it’s not feasible indicate the maximum installation depth.

• Manufacturing capacity: The candidate shall demonstrate capability to manufacture the whole lengths of cables in less than 24 months. If it’s not feasible demonstrate the maximum manufacturing capacity for 24 months.

• Installation capability: A list of cable laying vessels/barges, PLB support vessels and burial equipment owned by the candidate shall be provided.

• Subcontractors: the candidate shall provide the list of expected/possible subcontractors for submarine installation activities, including the relevant experience of the referenced companies and the track record working together with these subcontractors.

• General experience: the candidate shall provide of a detailed list of HVDC and/or submarine projects carried out in the last 10 years. Details of relevant ongoing and past contracts shall be provided. Details shall include the name of the client, location of the project, start and finalization dates, scope of the contracts, and indicative values and figures as a minimum.

• Quality: the candidate shall provide a project quality plan from a recent project (in the last 5 years). Generic quality manuals will not be accepted.

• HSE: the candidate shall provide information showing that he possesses environmental and health and safety plans corresponding to a recent project (in the last 5 years). Generic HSE manuals will not be accepted.

• Project management: the candidate shall provide evidence of managing big international projects.

• Documentation and reporting: The candidate shall provide evidence of his ability to produce technical documentation and reports in English and in Spanish.
