The European Joint Undertaking for ITER and the Development of Fusion Energy ('Fusion for Energy')

The purpose of this Call for Tenders is to conclude three framework contracts (one per lot):
— Lot 1 "Medical Centre": provision of services of a medical centre for mainly pre-recruitment tests, annual checks and health screening checks.
— Lot 2 "Medical Advice": provision of services of a medical advisor for Fusion for Energy providing advice on occupational health issues. Furthermore, the medical advice shall provide support to the Staff on various medical issues.
— Lot 3 "Medical Controller": provision of medical services of the management and control of absences and sick leaves of the Staff in accordance with the regulations.

This public Call for Tender will be evaluated in two steps. The objective of this first step is to assess the financial and technical capacity of interested Candidates to implement the services requested. Only the preselected Candidates (on the basis of those selection criteria) will receive the tender specifications of the contract and will be requested to participate to the second step by submitting an offer. Requests to participate, submission of the applications and information exchanges will be done through the Industrial Portal of Fusion for Energy accessible at the following address: https://industryportal.f4e.europa.eu/IP_PAGES/ADM.aspx The Invitation Letter and the Description Document will detail the modalities for submission of applications and the contacts between Fusion for Energy and the applicants. The applications can be delivered by registered post, express courier or hand delivery. Details and address are available in the invitation letter. Late delivery will lead to the exclusion from the pre-selection phase of this procedure. The present procurement procedure is governed by the rules laid down in the Financial Regulation applicable to the General Budget of the Union (Regulation EU, Euratom No 966/2012 of the 25/10/2012) and its Rules of Application (Commission Delegated Regulation EU No 1268/2012 of 29/10/2012). Fulfilment of the conditions of the call for tenders and/or initiation of a tendering procedure impose no obligation on Fusion for Energy to award the Contract. Fusion for Energy is not liable for any compensation to Candidates whose applications/tenders have not been accepted nor is it so liable if it decides not to award the Contract or not to sign a Contract that has been awarded.

Lot 1 — Medical Centre: Fusion for Energy intends to conclude a Framework Contract with a medical centre to perform tasks with regards to a full range of medical examinations, programmes dependent on the typology of the medical visit, gender and age indicators, and upon request of Human Resources Sector (HR) or the Medical Advisor of Fusion for Energy. The services to be provided consist mainly on: pre-employment exams which will support the Medical Advisor's decision as to whether a job applicant is fit for work, annual medical check-ups of the Fusion for Energy staff (laboratory tests: blood and urine, X-ray of the chest, electrocardiogram for heart disease, etc.) and specialist's visits (ophthalmological and gynaecological, for

Lot 2 — Medical Advice: Fusion for Energy intends to conclude a FWC with a company implementing tasks of medical advice (hereby the ''Medical Advice'') to fulfil Fusion for Energy's obligation in this field. This includes the provision of a Medical Advisor in charge amongst others of the following responsibilities: Implement , register, follow up, report, and request (when applicable) the medical visits required in accordance with Fusion for Energy needs and the Staff Regulations; Provide medical advise in the medical scope when requested by Fusion for Energy in line with the regulations in force in Fusion for

The Candidate must prove the full coverage of the professional competences at a level commensurate with the duties described in the Descriptive Document available at the following address:
The Candidate must submit PER EACH LOT documentary evidence of his capacity to perform the Contract according to the table in the paragraph 4.5.3 "Professional Capacity" of the Descriptive Document.
Situación económica y financiera:
Each Candidate (incl. all legal entities belonging to a consortium) shall demonstrate the financial and economic capacities required for performance of the Contract PER EACH LOT for which they submit an application.
The Candidate must prove its financial and economic capacity to implement the contract resulting from this tendering procedure by submitting the documents listed in the Descriptive Document:
A) Annual accounts, balance sheets or extracts (where publication of the balance sheet is required under company law in the country of establishment) for the previous three financial years;
B) Evidence of insurance coverage imposed by Spanish law in sanitary matters;
C) Statement of the Candidate's overall turnover for the previous three financial years. Statement of turnover for the past three financial years for the services referred to in each lot for which an application is submitted.

Per each lot the candidates shall provide the documents as follows:
— For A) the documents provided shall be enough to show a solvable situation,
— For B) the required coverage shall be enough to ensure the volume of services and the type of activities covered according to Spanish legislation,
— For C) the candidate (all members of consortium cumulatively, excluding subcontractors) is expected to prove minimum turnover per year in the areas for provision of services similar to those subject to the Contract of at least three times the maximum price of the Contract for each corresponding lot.
